Pittsburg County, Oklahoma · the Emerald ProjectCo data center tax abatement · the one-page version
What the county is asked to give, and what it gets back
A Delaware company formed last summer asks Pittsburg County to abate up to 85% of the property tax on a fifty-billion-dollar data center campus south of Kiowa, for twenty-five years. The company behind it built its Texas campus on a ten-year deal and holds $5.9 billion in cash. This is the whole case on one sheet. Every figure is sourced, page by page, at the link below.
What binds whom
- Definite, on the county. The 85%, the 25 years, the 1 January 2026 base value, and five taxing-entity signatures within 60 days of adoption: the schools, the county, the Health Department, the technology center and the library system.
- Illustrative, on the company. The minimum payments, which the plan introduces as “a non-binding example” that is “not intended to establish fixed or binding payment obligations.”
- Absent. A jobs floor (the plan “anticipates” 40 per phase), a capacity minimum, a parent guarantee, and any recapture if the company leaves on its 90 days’ notice. Nothing on water: the plan names no source, and the closed-loop and truck-in claims are the company’s own.
The company
IREN Limited, Sydney, Nasdaq: IREN. Unrestricted cash of $5.90 billion at 30 June 2026; $11.0 billion raised in twelve months at a blended coupon under one percent; it tells shareholders recent contracts pay back their GPUs in about two years.
Childress County, Texas: IREN built 750 MW against 600 committed, on land it owns, with its own substations, on a ten-year deal worth about a million dollars a year to that county, with five IREN companies jointly and severally liable and a written jobs floor of ten. Childress draws on a water system that stood at 4.9% full on 4 September 2026 and has been under emergency restrictions since April 2025; IREN says it trucks its fill water in from outside the county.
The counterparty here
Emerald ProjectCo Inc., a Delaware corporation incorporated 29 July 2025 and qualified in Oklahoma 16 December 2025 with $21,100 of assets and ten dollars of authorised capital, signed by Will Roberts as President from IREN’s Childress campus. No owner appears on any public record, it is not among the subsidiaries IREN lists in its annual report, and the plan names no guarantor. Childress got five companies bound together; Kiowa gets one, thirteen months old.
What a referendum does
If the Board adopts the plan, a petition signed by ten percent of the county’s registered voters, 2,773 of 27,727, filed within 30 days, puts the resolution on the ballot at the next general county election. The abatement waits for the vote. Our target is 4,437 signatures, so rejected ones cannot sink the filing.
The Board has tabled the resolution. Nothing can be signed until it acts, and nothing is being circulated.
